Four Men Charged in Child Exploitation Operation.

Marin County, CA – On February 13, the Marin County District Attorney’s Office Bureau of Investigations, in collaboration with law enforcement agencies throughout Marin County, conducted Operation Broken Heart — an undercover, online-chat operation targeting sexual predators who were looking to meet minors in person for lewd acts.
During the one-day operation, four men were arrested and since have been charged with felony violations of attempting to contact and communicate with a minor for the purpose of engaging in lewd and lascivious behavior, as well as felony violations of arranging to meet with a minor for that same purpose.
The men charged are:
- Owen Michael Dombrowski, 26, of San Rafael
- Nassor Ngabira, 24, of Santa Rosa
- Melvin Rodriguez-Delafuente, 27, of Richmond
- Jose Luis Ruiz Magallon, 38, of Oakland
Rodriguez-Delafuente additionally has been charged with a misdemeanor violation of attempting to furnish alcohol to a minor.
The allegations must be proved beyond a reasonable doubt in a court of law.
The operation was carried out in response to the escalating threat of online exploitation of children by perpetrators who use their anonymity to gain access to children. District Attorney Lori Frugoli said this is a good time to remind parents and caregivers to continuously educate themselves and their children on the dangers of the internet, to monitor their children’s usage, and to have open conversations about the risks associated with online-chat platforms.
